We the People, demand a complete forensic audit for the state of Michigan. To date, an audit has not been conducted.
An "audit" is defined by the MI Dept of State Bureau of Elections, Post-Election Audit Manual, 1/2020 as an independent examination & "thorough review of pre-election and election day documents to determine if procedures were properly followed according to state law & established procedures" including all of the following:
• A full review conducted after polls close for the purpose of determining whether the votes
were counted accurately (a results audit)
• A full review conducted after polls close for the purpose of determining whether proper
procedures were followed (a process audit)
• Election notices, election inspector appointments & training, ePollbook security, test
deck procedures, military & overseas voter applications, & a review of the Pollbook
& ballot containers used on election day will be the primary focus of the audit. In addition,
an audit of the results of up to three contests in a General election & one contest in other
elections on the ballot in each precinct will be conducted
• Determine if proper number of notices were published in a local newspaper prior to upcoming election. The newspaper should supply an Affidavit of Publication to the publisher to confirm publication
• Review that all requirements of the MI Election Code were satisfied: MCL 168.489(3); MCL 168.653a; MCL 168.798(1); MCL 168.674; 168.653a; MCL 168.677; MCL 168.68
• Was a public Logic & Accuracy Test conducted prior to the election?
• Ensure proper Tabulator Program Testing & Security Certification forms are complete & match seal & serial numbers listed in the corresponding precincts Preparation Certificate
• Ensure MI Sec. of State has complied with MCL 168.797c & holds all source code for voting machines in trust
• Ensure jurisdictions & gov. agencies in the State have complied with 52 US 20701 & have preserved all voting records for 22 months
• Review Voter Assist Terminal Preparation Checklist & Test Certification Form proper completion
• Review Applications to Vote. Numbers must match voters in Pollbook
• Review absent voter information posting required to be posted before & on election day
• Verify the completion of a Receiving Board checklist on election day
• Review the Clerk's Preparation Certificate
• Ensure all checkboxes are completed in the Election Inspectors' Preparation Certificate
• Ensure all inspectors (including the chairperson) subscribed to the Constitutional Oath of
Office; oath administrator must have signed in all location & signatures must match Election Commission appointments
• Ensure the write-in portion of the Pollbook was completed and votes were totaled
• Ensure tabulator tape/statement of votes was signed by all election inspectors
• Ensure number of ballots tabulated on the totals tape matches the number of voters in Pollbook. Complete examination of all paper ballots & electronic reporting procedures to ensure the proper votes were captured by the electronic voting machines & transferred to the county & state, without foreign interference
• Ensure Ballot Summary (in the Pollbook) is completed, balanced, & totals are accurate. Difference should be zero. If there is a discrepancy, was it remarked in the box?
• Review Provisional Ballot Forms with Pollbook to ensure number issued matches Ballot Summary
• Determine based on information provided on the form if the Envelope ballot was appropriately processed by the election inspector/local Clerk
• Ensure a master card is available for each voter issued an Affidavit or Envelope ballot verifying the voter was registered to vote after the election
• Number of spoiled ballots in the Spoiled Ballot Envelope must equal the number listed in Pollbook. On 12/17/20, we saw that the number of spoiled ballots did not match the ballots in the envelope
